为确保可行性研究阶段地质勘察的深度与准确性，本工程需对项目土地进行地质勘察。钻孔数量为 24 个，详见技术规范书。响应人应完成技术规范书中要求的所有工作，以满足现场的相关工程设计、规范和标准要求。
To ensure the depth and accuracy of the geotechnical investigation during the feasibility study phase, a geotechnical investigation of the project site is required for this project. The scope includes 24 boreholes, as detailed in the Technical Specifications. The Respondent shall complete all work required by the Technical Specifications to satisfy all relevant engineering design, code, and standard requirements for the site.
1. 工作范围及相关要求 (Work scope and related requirements)
3.1 工作范围 Work Scope
地质勘探工作，总共 24 个钻孔，勘察范围覆盖拟建光伏场址及升压站、场内道路等相关区域，主要工作内容包括：布设勘探孔、开展钻探取样、完成原位测试（标准贯入等），并对土工样品开展实验室试验，获取地层结构、土体物理力学参数、地下水条件及不良地质因素等关键资料。详见技术规范书。
The geotechnical investigation will consist of 24 boreholes covering the proposed PV site, booster station, internal roads, and related areas. Primary tasks will include the layout and drilling of exploration holes, sample collection, in-situ testing (e.g., Standard Penetration Test), and laboratory analysis of geotechnical samples. This work aims to obtain critical data on stratigraphy, soil physical/mechanical properties, groundwater conditions, and adverse geological factors, as specified in the Technical Specifications.
3.2 计划施工期限 Planned Construction Period
总工期为 45 天，开始日期按合同约定的时间确定。
The total period for this project will be 45 days, with the start date to be determined at the contracted time.
3.3 施工地点 Construction Site
哈吉加布尔区的项目现场。
Site of Hajigabul district of Azerbaijan.
3.4 质量标准 Quality Standards
满足技术规范中规定的要求，并最终获得甲方的验收。
Meet the requirements specified in Technical specifications, and finally obtain Party A’s acceptance.
1. 响应文件的提交 (Submission of Response Documents)
4.1 响应文件的详细格式见第 3 章 “ 响应文件格式 ” 。
Response Documents is detailed in Chapter 3 “Format of Response Document”.
4.2 响应人请在 2025 年 12 月 21 日 10:00 （阿塞拜疆时间）之前提交响应文件。逾期送达的投标将被采购人拒绝。
Please submit the Response Documents before 10:00 pm （ Azerbaijan time ） on December 21, 2025.
4.3 响应文件请以 PDF 格式发送至 huzhe @powerchina.cn 或 lvzhuoheng@powerchina.cn 递交电子投标文件。
Responses document should be sent in PDF format to huzhe@powerchina.cn or lvzhuoheng@powerchina.cn to submit the electronic bid documents.
1. 评审 (Bid evaluation)
在收到各响应人的响应文件后，采购人将进行按规定的标准进行评审。
After receiving the Inquiry Response Document from each bidder, the Buyer will conduct a bid evaluation.
1. 中标与合同签署 (Winning the bid and Contract signing)
6.1 对响应文件实质性响应采购文件要求和评审标准的响应人，经采购人综合评审后确定成交人，并向其发出成交通知书。
For bidders whose Response Documents substantially respond to the requirements of the procurement documents and the evaluation criteria, the Buyer shall determine the successful bidder after comprehensive evaluation and issue a notification to it.
6.2 中标人收到成交通知后应尽快与采购人进行合同谈判，最终与采购人签订合同。
The successful bidder shall conduct contract negotiations with the Buyer as soon as possible after receiving the bid winning notice and finally sign the contract with the Buyer.
6.3 本合同签署方（甲方）为中国水电（香港）控股有限公司（中国电建海外投资有限公司全资子公司）。
This is to inform that Sinohydro (Hong Kong) Holding Limited (a wholly-owned subsidiary of PowerChina Resources Limited.) will be the signing party for the forthcoming contract.
