1. 公开招标简介 Introduction of Open Tender
巴瑞萨发电有限公司（以下称“招标人”）拟邀请具有优质驳船、丰富倒驳及管理经验和清关能力的公司(以下称“投标人”) 参加巴瑞萨燃煤电站30万吨煤炭倒驳运输和清关服务（以下简称“倒驳工作”）的招标工作，并根据招标文件要求，提供所需的投标文件。
Barisal Electric Power Company Limited (hereinafter referred to as the "Tenderee") intends to invite companies (hereinafter referred to as the "Bidders") with good conditions barges, extensive experience in lightering and management, and customs clearance capabilities to attend the open Tender for 300,000 tons of coal lightering and customs clearance services (hereinafter referred to as the "Lightering Work") for Barisal 307MW (Net) Coal-Fired Power Plant. The Bidders are expected to provide the Bid documents based on the requirements of Open Tender hereof.
1. 工作范围和数量 Scope of Work and Quantity
将煤炭从孟加拉吉大港或帕亚拉港及附属外锚地或航道的母船上倒驳至招标人项目卸煤码头，数量30万吨，包括但不限于免税申请及清关,母船卸船、内陆运输等工作。
Lightering of coal from mother vessel in Chittagong or Payra Port of Bangladesh or its affiliates outer anchorages, channels to Tenderee's coal unloading jetty, total 300,000 tons, including but not limited to SRO application, Customs clearance, stevedore of mother vessel, inland lightering such works.
1. 投标人资格要求 Eligibility of Bidder
3.1投标人必须满足的条件： Mandatory Requirement of Bidder
3.1.1投标人是物流运输企业，应是在孟加拉境内登记注册的独立法人，具有独立承担民事责任的能力。
The Bidder is a logistics and transportation enterprise, which shall be an independent legal person registered in Bangladesh and has the ability to bear civil liability independently.
3.1.2 投标人至少拥有连续3年及以上的孟加拉境内煤炭倒驳经验，过去3年累计煤炭倒驳数量不低于100万吨，且在履约过程中表现良好,没有违约记录或者纠纷。
The Bidder shall have at least three (3) consecutive years or above experience in coal lightering within Bangladesh, the total lightered quantity of coal in the last three years shall not less than one (1) million tons, and shall have demonstrated good performance during contract execution, with no record of default or disputes.
3.1.3投标人是增值税一般纳税人，能开具Mushak专用发票。
The Bidder is a VAT general taxpayer and can issue Mushak invoice.
3.1.4 投标人具有良好的银行资信和商业信誉，近三年没有处于被责令停业，财产被接管、冻结、清算、破产状态。
The Bidder has good bank credit and business reputation, and has not been ordered to suspend business in the past three years, and the property has been taken over, frozen, winding up or bankrupt.
3.1.5 现在及近三年没有任何的法律纠纷、诉讼、政府调查和制裁等不良的记录和报道。
There have been no bad records and reports of legal disputes, lawsuits, government investigations and sanctions in past three years and at present.
3.2本次招标以煤炭倒驳运输公司为主，由煤炭倒驳运输公司负责选定具有丰富煤炭清关经验的清关公司，并对该清关公司的管理承担全部责任。不接受以清关公司作为主导公司的投标人。
For this Tender, the lightering company shall serve as the main Bidder. The lightering company shall be responsible for selecting a C&F company with extensive experience in customs clearance of coal, and bear full responsibility for the management of the C&F company. The participation of C&F company as the leading Bidder will not be accepted.
3.3投标人不存在《中华人民共和国招标投标法》、《中华人民共和国招标投标法实施条例》以及孟加拉国当地法律禁止投标的情形。
The Bidder is not subject to any circumstances prohibiting bidding under the Tendering and Bidding Law of the People's Republic of China, its Implementation Regulations, or the relevant laws of Bangladesh.
1. 其他安排 Other Arrangement
投标人在申请参加投标时，需要提交 3 万美元等值的塔卡银行保函或等值的塔卡现金作为投标保函。
Bidders are required to submit a bank guarantee with amount US $30,000 or equivalent Bangladeshi Taka cash as a Bid Guarantee when applying for attending of Tender.

本次招标公告在中国电建阳光采购网（ ）和中国招标投标公共服务平台（ ）上发布。
The announcement of Open Tender shall be published via the web () and China Tendering and Bidding Public Service Platform at the same time.
1. 招标文件的获取 Acquisition of Tender Document
凡满足本公告规定的投标人资格要求并有意参加投标者，请于2026年3月10日10:00时（孟加拉时间）前,将第3条投标人资格中要求的基本资格资料发送至 bidding-brs@powerchina.cn 邮箱申请获取招标文件。
Any Bidder who meets the eligible requirements stipulated in this announcement and intends to participate in the Open Tender, please send the email with the basic qualification documents required under Section 3 Eligibility of Bidder to bidding-brs@powerchina.cn to apply the Tender Documents by 10:00AM March 10 th , 2026 (Bangladesh Local Time).
1. 投标文件的递交 Submission of the Bid Document
投标函连同投标文件必须在 2026 年 3 月25日 10:00（孟加拉时间）之前提交，递交方式： 将投标申请函及所需文件发送至bidding-brs@powerchina.cn 。
Applications for Tender together with required documents must be submitted no later than 10: 00 AM March 25 th , 2026 (Bangladesh Local Time) by sending applications for Tender together with required documents to bidding-brs@powerchina.cn.
逾期送达的、不按照招标文件要求提交资料或者不具备资格投标人（如有）的投标申请，招标人将予以拒收。
The Tenderee will reject the Tender Application Documents that are delivered after the Bid Closing Date, fail to submit the documents in accordance with the requirements of the Tender, or unqualified Bidders (if any).
1. 评标办法 Evaluation Method
采用经评审的综合评估法,遵循的原则：采用有限数量评审制。 The Comprehensive Evaluation Method shall be adopted, following the principle of limited-number evaluation.
1 、当投标人数量等于或少于 5 家时，对所有投标人递交的投标文件进行评审。 If the number of Bidders is less than 5, all Bids shall be evaluated.
2 、当投标人数量多于 5 家时，首先按评标价格从低到高进行排序，选取从低到高的前 5 家投标人递交的投标文件进行评审；若有“否决投标”的，按照评标价格从低到高顺序依次递补，以保证进入评审的投标人数量满足 5 家。 If Bidders are more than five (5), Bids shall be ranked by price from low to high; the lowest five (5) Bids shall enter evaluation. Replacements shall be made if Bids are rejected.
3 、对进入评审环节的 5 家投标人递交的投标文件，按照经修正后的评标价进行评审。 For the five (5) Bidders who have entered the evaluation, the evaluation shall be based on adjusted bid price.
4 、未进入评审环节的投标人，不再进行详细评审。 Bids not entering evaluation shall not be reviewed further.
